The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: hopeful statements are released from various governments. Immense energy is allocated on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track missile launches from across the border, a ability afforded by current data. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles flew past – sophisticated military planes provided to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably provided by Western nations. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: possibly the incoming missile won't hit its mark this time, preventing destruction from devastation and further power outages.

Persistent Threats

Following this, a large-caliber weapon engaged a drone in the vicinity, part of a defensive team – probably allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

With pauses, this continued until dawn. Kyiv greeted the morning news: seven people killed, devastation and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on international aid – a reliance that European nations are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new approach from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, no doubt, continue.

Political Considerations

It is convenient to criticize specific actors of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration works based on a assumption well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unfeasible to compel Moscow to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through statements or actions, from thinking that the situation will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but preventing a entire defensive failure until situations evolve in its advantage.

Present Conditions

Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.

These two forces are guiding negotiations.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new plans based on old ideas are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
